The first road graders were horse drawn

Horse drawn road graders had a place near the back where the operator stood and a set of wheels the operator could turn to lower or raise the blade or tilt the blade.

A well preserved horse drawn road grader that appears to have been converted to be pulled by tractors by cutting the tongue off short. The area where the operator stood between the large wheels is more obvious in this picture.
